Pedigreed to M&M 38, Dec 6 1968, Lot 46.  This is noted on the NGC holder.  They have graded it XF and identifed the "scuff" in the reverse bottom right quadrant.  
 
The coin has an excellent high relief portrait.  In the video you can see this when the coin it turned on its edge.  It is almost like looking at a sculpture in the round cut down its midline.
